These elections are an essential step in Niger's return to democratic government."
  • Francophone Group Resumes co-operation With Niger (PANA, December 1, 1999) Paris, France - "Ministers of the group of mainly French speaking countries otherwise known as the Francophonie wrapped up their meetings Tuesday in Paris with the adoption of a resolution re-establishing co-operation with Niger suspended in the aftermath of the April coup d'etat which killed President Ibrahim Barre Mainassara."

A New President for Niger

"Mamadou Tanja, 62, running on the Mouvement National de la Societe de Developpement (MNSD) ticket, is a former army colonel who took part in the coup that ousted President Hamani Diori in 1974 and brought Seyni Kountche to power. Tanja then served on Kountche's Supreme Military Council that ran the country. Later he became the prefect at the Region of Tahoua, and served as ambassador to Nigeria. He gained his reputation for hard work and toughness as minister of the interior."(PANA)

  • Retired army officer wins Niger election (BBC, November 28, 1999)
    "The former army officer, Mamadou Tandja, who's just won the presidential election in Niger, has pledged to work with the opposition....Mr Tandja took around sixty per cent of the vote in an election intended to return Niger to civilian rule."
  • Coalition Wins Majority In Parliament (PANA, November 28, 1999)- "The Nations Movement for the Development Society (MNSD) and its partner the Democratic and Social Convention (CDS) have won a two-thirds majority of 55 out of the 83 seats in the future parliament of Niger....[T]he other coalition formed by the Nigerien Party for Democacy and Socialism (PNDS) and the Rally for Democracy and Progress (RDP) collected the other 28 seats."

Presidential Election Results

Mamadou Tandja & Mahamadou Issoufou Likely Candidates for November 24 Runoff

Mamadou Tandja -- MNSD NassaraMahamadou  Issoufou -- PNDS TarayyaWith election results nearly complete, it appears that Mahamadou Issoufou has edged out Mahamane Ousmane for the second spot on the November 24 runoff round of Niger's presidential elections. Mamadou Tandja enjoyed a decisive first place showing. Other candidates and their order of finish were Hamid Algabid, Moumouni Djermakoye Adamou, André Salifou and Amadou Ali Djibo.

The turnout of more than 43% was higher than anticipated and more than a third greater than the participation rate in the February 1999 local elections. All indications from sources within Niger, from the Commission Electoral Nationale Indepéndante (CENI) and from the team of international observers is that the election was transparent and that the country remains calm.
